WACO, Texas (KWTX) - Three reported members of the Oklahoma Predators Prevention Group (OPP), an online vigilante group that entraps suspected sex predators, were arrested by the McLennan County Sheriff’s Office after a recent case involving a Central Texas man.

Russell Goodwin, Ryan Koch and George Liebsch were all charged with unlawful restraint-exposure to substantial risk of serious bodily injury, a third-degree felony. The sheriff’s office said two of the members have “extensive criminal histories spanning several years.”

The investigation began in August when the three OPP members traveled from Oklahoma to McLennan County to confront a man who allegedly engaged in an explicit conversation online with whom he believed to be an underage girl.

The “girl” was, in fact, an decoy used by OPP to entrap the suspected sex predator. KWTX first reported this arrest on Oct. 7.

Goodwin’s wife, Crystal Goodwin, says this is something they’ve down many times before. “We see where the conversation goes and then we normally meet up with them and go over the chat logs with them, immediately call police, and hope for a conviction,” she explained.

According to the McLennan County Sheriff’s Office, OPP was founded by Goodwin and follows a trend common among social media vigilante groups that use “decoys” and “catchers” to carry out sting-like operations targeting suspected sex predators.

The confrontations, often referred to as “catches,” are livestreamed on social media with the intent of exposing and humiliating the alleged sex predators.

The livestreams also “generate online content aimed at building a [large audience] and monetization of [content],” the sheriff’s office said.

In August 2025, Oklahoma Watch, a non-partisan investigative journalism group, published an article describing OPP as a vigilante group.

“While OPP claims to protect children, critics say OPP’s aggressive tactics, including targeting disabled individuals, jeopardize criminal cases and lead to false confessions and evidentiary issues without legal accountability,” the sheriff’s office shared in a summary of the Oklahoma Watch report about OPP.

The case involving OPP and the Central Texas man resulted in an investigation that, indeed, confirmed the man targeted by OPP sent sexually explicit photos to the OPP decoy, the sheriff’s office said.

Investigators with the sheriff’s office arrested the suspect.

During their investigation, they also reviewed video of the confrontation between the suspect and the three members of OPP.

“The video revealed a coordinated effort by the three OPP members to control and restrict the man’s movements, including directing him where to stand, corralling him into a secluded area, all the while using aggressive and profane language,” the sheriff’s office said.

“The situation escalated to the point where the man lost consciousness, collapsed and struck his head,” the sheriff’s office said, “It was only at that point that OPP members notified law enforcement.”

However, Goodwin says “if you watch the catch you can see that all three of our team members stood a decent space away from him… so it’s still very confusing on how we’re getting unlawful restraint”.

The McLennan County Sheriff’s Office said it remains fully committed to protecting children, but also wants to emphasize the importance of public safety and lawful conduct.

The sheriff’s office is discouraging the public from engaging in vigilante activities. Instead, it urges individuals to report suspected criminal behavior to law enforcement agencies.

“Confronting suspected predators without proper training or proper law enforcement support is extremely dangerous and can result in unintended harm, tainted evidence and interference with criminal investigations,” the sheriff said.

The OPP members were arrested in Oklahoma and are in the process of being extradited to McLennan county.

Family of Oklahoma murder victim Ivy Webster wants to pass a nationwide law named after a school mascot

It is easy to see that this online petition written  by the Webster family in Oklahoma is fueled by animus. When they say those on the registry should have NO constitutional rights, it merely proves they are fueled by blind hatred. There are a few things about it that stand out to me:

1. We should never have laws named after a person, but naming laws after a school mascot is just flat out stupid. 

2. You cannot retroactively extend probation/parole  status because that is punishment and that would violate double jeopardy. (I can't expect trailer trash to understand constitutional law). 

3. Backgrounds checks for marriage certificates sounds completely sexist and violate anti-doscrimination laws.

"It is our very strong believe that sex offenders CAN NOT BE REHABILITATED!! Did you know that when a child is sexually abused they are traumatized and affected with several issues their ENTIRE LIFE? Not just PTSD, panic attacks, paranoia, but also actual permanent nerve damage as well, It is a real dilemma. So if a person can sexually assault a child of any age, and they have life long trauma from that, isn't it fair that the offender be sentenced to life in prison without parole?? We absolutely think so. If they have the nerve to ruin a child's chance at a normal life, they deserve NO SECOND CHANCES. Majority of sex crimes against children go unreported, because the children and parents have to go through way too much to put that offender away for a maximum of 20 years. Their probation terms are also too relaxed. Why does a person who commits a sex crime against a child not required to have home checks done monthly? Why are they allowed to marry people with children, or even have their own children?..Child sex offenders deserve way worse than anything they will get for their offences.

We're asking that a person CONVICTED of a sex crime against a child serve life in prison without the possibility of parole. We ask that the probationary terms of those already released from prison for child sex offenses be reevaluated, and we ask for their probation terms to include monthly home visits.; Their offences clearly to state they committed sex crimes against a CHILD (if you go to odcr or the sex offender registry it shows the offense, but not that the offense was against a child).; If they go to a courthouse to obtain a marriage license that their proposed spouse interviewed to make sure they do not have children and are aware of the crime(s) that they committed.; We are also asking that sex offenders convicted of crime(s) against children rights be taken to have their own children. If they have the nerve to ruin a child's life they deserve not to have thier own child(ren). Having children is not a human right if you ruined the life of a child. And if you ruin a child's life you deserve NO CONSTITUTIONAL RIGHTS!

We are also asking that it be mandated that all city police stations and schools in Oklahoma have a board set up with all local sex offenders pictures and information on them and kept up to date. This is so important so we can help our local people, police, and school staff aware of offenders in our area because the man responsible for these horrendous murders, like other offenders, are able to manipulate people into believe false information, especially when you can't see details of the court case and it is not labeled that they committed crimes against children.

We would like to name this law "The Knights Law" in honor of our beautiful Knights who's lives were tragically taken from them.

They also want background checks on all marriage applications. If one party is identified as a sex offender—the other person needs to know, and the marriage would be denied if the non-offender has minor children. These are the two big pointers Ivy Webster’s dad Justin and her cousin Tiffany Troy discussed the effort with FOX23’s Scott Martin. Both hope to have a universal law nationwide.

“A lot of offenders have previously been assaulted as a minor child and then we they become an adult and try to seek out that power and take back what was taken from them. But when they do that, they go and assault another child. If we can get those people off the street permanently, then we’re hoping to stop that generational cycle from happening,” said Troy.

The family is working closely with District 16 State Rep. Scott Fetgatter. He first brought up Knight’s Law during the last legislative session. He’s been working with the Webster family to narrow down the big things that need to change.

People who take the law into their own hands are the most impulsive and least intelligent people on earth (you only need to read an AZU blog to see that), but these people take the cake. Not only do they attack a mentally impaired man while making an accusation of attempted rape, they misspell the word while tattooing it on their victim. Maybe they can get a G.E.D. in prison, but then they can't spell that, either!

A mentally impaired Oklahoma City man was held down and shocked in the genitals with a stun gun April 17 while his attackers forcibly tattooed the word “RAPEST” on his forehead, police reported. 

The attackers also forcibly tattooed “I like little boys” on the man's chest, police reported.

“It hurt,” Stetson Johnson, 18, recalled Tuesday. “I was, like, ‘Why is this going on? … Why is this happening to me?' They was, like, ‘Just shut up.'

“They just put it on there,” Johnson said. “They was, like, ‘This is what you're going to get and you're going to walk around with this … ' I tried to push my way off of them and they kept on holding me down harder.”

Johnson was taken to Eagle Lake in Del City after being tattooed, police said. There, his hands were taped together. He then was beaten in the arms and head with a baseball bat until he was unconscious, Del City police detective David Abel said.

Johnson stumbled bleeding to a nearby trailer park for help after waking up from the assault, police reported. “I walked … probably about a mile. I crawled and walked. I was, like, ‘I don't think I'll be able to survive,'” Johnson said.

He spent days in a hospital in intensive care.

In jail are four suspects, Richard Lynn Dellert, 31, of Irving, Texas; Zachary Chase Provence, 21, of Midwest City; Kimberly Sue Vergara, 25, of Midwest City; and Lorena Amanda Hodges, 33, of Oklahoma City. A judge has denied bail.

“There's a potential for several more arrests,” said a Del City police spokesman, Capt. Jody Suit.

Johnson and his mother were moving Tuesday from their southwest Oklahoma City home for safety reasons. “I don't want no harm to my family or me or anybody else. … They know where I stay at,” he said.

Johnson has covered up “RAPEST,” apparently a misspelling of “rapist,” with a tattoo resembling a bar code. His mother, Lucy Ford, said she intends to get her son's tattoos removed eventually.

Johnson said he had become friends with Vergara four or five days before his assault. He said he had stayed with her. He said he believes he was attacked first by her former boyfriend.

His recall of the attack differs in some points from what the police investigation determined. He said Tuesday he was attacked at Vergara's house. Police said he had stayed with Vergara but was assaulted and tattooed at the Oklahoma City home of Hodges' mother. Police said Vergara took him there.

Police identified Dellert as a tattoo artist who also is known as Buddha. Police seized four tattoo guns, nine tattoo needles and 17 bottles of tattoo ink from him April 26 in Midwest City.

Detective Abel reported both women admitted they used a stun gun to shock Johnson in the genitals. He reported the women said Provence was the one who struck the victim at the lake with a baseball bat.

One of the women claims Johnson tried to rape her, police and a prosecutor said.

“There was no evidence to support that,” said Suit, the Del City police spokesman. “But, even if there was, the proper action is to make a police report, not take matters into your own hands.”

Police and the victim's relatives say Johnson has a diminished mental capacity that existed before the beating.
